To The Select Board:


Subsequent to the Committee's October meeting a letter and form were sent out to all agencies that had requested funding in the last two years not just to those that had qualified for funding.


The Committee reviewed 17 requests for funding from area agencies, in response to the Town Administrator's letter inviting applications. Applicants were required to include information about services provided, previous funding levels and an annual report. Numbers of Hinesburg residents served and specific services were also requested in the forms sent to applicants.


Given the present state of the economy, we recommend a total awards budget at or below the level of funding for the previous year ($29,100). We prioritized funding to IRS-designated 501(c)3 agencies that served vulnerable populations in Hinesburg. We tried to reduce duplication of funding, whether for types of service or to affiliated agencies. We considered the level of service to Hinesburg residents, completeness and timeliness of applications, history of services provided and circumstances such as projected need (e.g. increases in domestic violence incidence during economic crisis). 


We gave lowest priority to agencies whose services do not directly support assistance to Hinesburg residents, to those whose efforts we felt were duplicated elsewhere or to those we believe are robustly funded from other sources. We did not fund agencies who could not show direct services to Hinesburg residents or whose forms were not complete.

Kate Schubart disclosed that she is a volunteer for the Visiting Nurse Association. The Committee has no other agency relationships or conflicts of interest to report.


The Committee regretfully reports the resignation of Co-Secretary Wendi Stein for family reasons and hopes to welcome her back before her term expires. The Committee is actively seeking a full roster of members, with help from the Town Administrator.


The need for social services is great. The strength of community is in uniting to meet that need to help transform vulnerability into ability, especially in hard economic times.


The Committee extends heartfelt thanks to Jeanne Kundell Wilson for her able guidance in this project.
