Although its members are appointed by the Select Board, the Planning Commission’s mission and responsibilities
are defined by State Statute. For details, see VT State Statute Title 24, Chapter 117, Sections 4321-4328
(available online at
http://legislature.vermont.gov/statutes).
The role of the Planning Commission is to provide leadership and
long-term perspective on community planning matters. This involves public outreach and feedback including holding
public hearings, conducting surveys, holding forums, and educating the community about issues facing Hinesburg.
The Planning Commission is a policy board that works collaboratively with the community, other municipal boards, and
regional/state partners to help define and achieve Hinesburg’s vision as expressed in the Town Plan.
The principal responsibility of the Planning Commission is to prepare and amend the Town Plan and the land use
regulations (e.g., Zoning Regulations, Subdivision Regulations, Official Map). Statute also empowers the Planning
Commissions to:
- Undertake capacity studies and make recommendations on matters of land development, urban renewal,
transportation, economic and social development, urban beautification and design improvements, historic and
scenic preservation, the conservation of energy and the development of renewable energy resources and wetland
protection.
- Recommend building, plumbing, fire, electrical, housing, and related codes and enforcement procedures, and
construction specifications for streets and related public improvements;
- Recommend a capital budget and program.
- Coordinate with other departments and agencies of the municipality as it relates to the work of the commission.
- Participate in a regional planning program.
- Retain staff and consultant assistance.
- Undertake comprehensive planning, including related preliminary planning and engineering studies;
- Perform such other acts or functions as it may deem necessary or appropriate.

At the September 25, 2019 meeting, the Planning Commission discussed making zoning changes consistent with action item 4.3.5 of the Town Plan, “to facilitate the review/approval of new contractor yards that are compatible with the surroundings.” The Commission decided to form a subcommittee to research and work on this topic, and to bring a recommendation back to the full Commission at a later date.
